Illinois reads as Chicago to almost every system that cares about a state. The carrier gateways that serve the Chicago metro are the ones most of the state's phones register through, and the commercial geolocation databases file their address ranges as Chicago, Illinois. The city label can wander inside the metro from one database to the next, and a database that has not refreshed can show a neighbouring state for a short while. Neither is something we can adjust; it is the resolution of a cellular address. For any check that compares at the state level, which is most of them, the answer is a phone user in Illinois.
Why a Chicago rack covers the state

Both, depending on the tool: the state is Illinois, the city is Chicago or a suburb. Either reading passes a state-level check.
Can I get an address in Springfield or Peoria?
No. All hardware is in Chicago, and the address resolves to the Chicago metro. For a check against a downstate store, use the site's own location picker on top of the Illinois address.
Is a line shared with other customers?
No. One SIM in one device is rented to one customer. The public address is shared by the carrier's own subscribers behind the same gateway, which is normal for every mobile network.
How soon after paying is the line live?
